Tilly is Eddie's ex-girlfriend who dumped him when she could not cope with his irrational, crazy behaviour. In The One Where Dr. Ramoray Dies, she appears to, at his own insistence, give a goldfish bowl to Eddie (without a fish which Eddie then believes Chandler Bing killed).
